I started this foundation to give those who will not be properly assisted by rebuilding efforts. Our first modest goal on the anniversary of the catastrophe is to raise enough money to build 12 homes.

I was recently asked me what brought me to China and “Why China?” The decision goes back to 1988 when I was doing volunteer work in India with a humanitarian organization. After spending 2.5 yrs there the next location where I wanted to go to was China. Due to failing health of my wife, I returned to the USA and within2 months she was diagnosed with breast cancer and passed away 6 months later. This left me with 7 children who are ranging in age between 2-14 yrs to raise.
最近有人问我，问是什么让我来到中国，和”为什么选择中国？”这个决定要追溯到1988年，我和一个人道主义组织在印度从事志愿工作的时候。在当地度过了2.5年后，我把下一个目的地锁定在中国。然而由于我妻子的健康恶化，我回到了美国。两个月后，她被确诊为乳癌，并在6个月后离世。我必须承担起养育七个年龄介于2-14岁的孩子的责任。
Having left Assumption College after completing 3 yrs of study of philosophy, theology, sociology, to devote myself to volunteer work for 18 yrs, I was faced with a bit of a challenge of changing career and focused on raising my children after the death of my wife. By the beginning of 1992 I had a real estate sales license then 1995 I had a broker’s license and opened a real estate office in New Port Richey Florida. By 2003 most of my children were living away from home in college or working and I had accumulated 10 rental properties for income.

By 2006, I was able to travel and made a trip to China where I spent about 6 weeks visiting cities and villages; during that time I made a trip down the Yangtze River from Chongqing to the 3 gorges dam. China was exciting: there was growth, development, opportunity, and new experiences everywhere. I read once in a seniors publication the way to stay young was to learn a language then go to where it’s spoken to practice it. Well I am still learning the language and living here as often and long as visas allow.
到2006年, 我又可以旅游了。我来到了中国，用六周的时间游览了许多城市和村庄，从重庆沿长江顺流而下，到达三峡大坝。中国让人兴奋：到处都有成长，发展，机遇，和新经验。我从一本老牌出版物中看到过，保持年轻的最好方法就是学习一门语言，并到说该门语言的地方去练习。我现在仍然在学习中文，并在签证允许的情况下尽可能频繁长久地居住在中国。
China certainly is keeping me young. In July 2007 I had a heart attack from which I quickly recovered and in December 2007 I planned a trip to China to explore Hainan Province to look for a potential place to retire. The on May 12, 2008 earthquake happened, leaving 5 million people, who live on about the equivalent of $1,000. USD a year, HOMELESS! I was visiting with 2 of my children in Pensacola Fl. when my son said to me, “When will you start doing volunteer work again?” On the 8 hour drive home this question was on my mind, I decided that help the villagers rebuild their home was a worthy cause to put my efforts into.
中国确实让我保持年轻。在2007年12月，我心脏病发，但很快地恢复了。2007年12月，我策划了再一次到中国的行程，并打算考察海南岛，作为退休的住处。在2008年5月12号，四川地震，举国同悲。5百万年收入1,000美元的人无家可归啊！我当时正在福罗里达州的彭萨克拉探望我的两个孩子。我的儿子问我：”您打算什么时候重新从事志愿工作？”在开车回家的8个小时里，这个问题一直萦绕于我的心头。最终，我决定了，帮助村民重建家园就是今后我投入工作的一个使命。
During the trip down the Yangtze river I had read about farmers who for generations lived by the river were displaced by the rising water and given apartment in new cities build for them, that some elderly were having a hard time adapting to the concrete jungles of the city and dying, also I had seen video of villagers in their home during winter with the wind blowing their breath across the room while wearing full winter cloths meant for outside inside their homes. I felt the need to provide green, warm homes to villagers so they could stay near their land and be warm in winter and protected from heat in summer. Within a few weeks I had found a prefabricated green building system, and asked a few people to join on with me to form a nonprofit corp. to help rebuild homes.
在沿长江而下的旅途中，我读了有关世代居住在江边的农民的报道。水势上涨，他们搬离家园并搬到新城市中专门为他们而建的单元房。一些老年人难以适应钢筋水泥的城市森林，相继过世。我也看过村民在家里穿着冬天在户外穿的全套装备，寒风穿墙而过，把他们呼出的暖气都吹得四散。我深切感受到为村民提供绿色，温暖家园的需要。这样他们才能居住在属于自己的地方，远离冬寒夏暑。在几周内，我找到了一个预制的绿色造房系统，也征询了几位志同道合的朋友与我一起组建一个非赢利组织，以帮助村民重建家园。
On June 15 I flew to China with a purpose, helping the homeless rebuild. The corporation papers in the works the IRS 501c3 application were almost ready to send out. I received the nonprofit status approved by Florida and IRS 501c3 approved Dec 15, 2008, and spent 3 months in China looking for a path thru govt. About 3 week from the time I arrived I found a post on the blog of dreams for Sichuan teacher’s volunteer group, hosted by Lonnie Hodge, where I posted a brief note of what I wanted to do in China. Lonnie sent that post out to 2 other people and those 2 people sent it to 2 others, one of those 4 replied to me and facilitated my direct contact to Maoxian county government.
6月15日，我怀着为无家可归者重建家园的目标，坐飞机到了中国。让我们的机构成为国税局501c3慈善机构的申请已经准备就绪。到2008年12月5号，我已接受了福罗里达州批准的非盈利身份确认，并获准成为国税局501c3慈善机构。我在中国停留了3个月，以寻找联系到政府的方法。我到达后的第三个星期，我发现了一篇Lonnie写在他的载梦博客上关于中国四川志愿老师的博客文章，我在上面留言说到我想在中国做的事情。Lonnie把那篇文章发给了另外两个人。那两个人又发给了另外两个人。这四个人中的其中一个回复了我，并帮助我直接联系茂县政府。
Shortly after a meeting with government officials, one person who attended the meeting contacted me saying I could build dorm room for students at village residential schools. Then a week or so later he asked if I would build homes for state supported elderly. He asked if I would build a sample unit in November 08, so after 3 mo. in China. I now felt good about the progress of my goals. I went back to USA for a month to tend to details of my business and to get a sample unit shipped to china. On returning to China November 15, for a 3 month stay, I learned that the projects were canceled.
在我与政府官员会面后，其中一位与会人联系了我，说我可以为在村里住宿学校念书的学生兴建宿舍。然后大约一个星期后，他问我是否愿意为政府补贴生活费的老人兴建住房。他还问我愿否在08年11月建造一个样板单元。来到中国3个月，此时我高兴地发现，我终于朝目标前进了。稍后我回美国一个月照看生意并安排把一个样板单元运到中国。当我11月15号回到中国，打算再停留3个月时，我发现这个计划已经被取消了。
So I restarted. I had a meeting with the person who contacted me about previous project, he attempted to explain why the past project was canceled, and we agreed to try to proceed with another project. Near the Christmas /New Year holidays, we reach an agreement with a local government official, to build community center for a village of 150 families, to be used by villagers for meetings, social, educational, medical purposes. I went back to USA after 3 months in China, and during my stay, the relationship my Chinese contact in Beijing broke down.
于是我从头再来。我与稍早前就之前的计划联系过我的人进行了会面。他试图解释为什么之前的计划会被取消，然后我们同意去进行另外一个计划。临近圣诞节、新年假期，我们与一位当地的政府官员达成协议，在一个有150个家庭的村庄建一个活动中心，以满足村民开会，社交，活动，医疗方面的需要。我在三个月后再次回到美国，而我在美国期间，我与我在北京的中国联系人关系破裂了。
The current challenge is to form a cooperative agreement between my Florida nonprofit organization and a Chinese charity so I can proceed with processing any donations made in China on behalf of my foundation. And we must decide on how to follow up on 2 villages that have shown interest in building a community center, which requires association with a Chinese charity.
目前我面对的挑战是让我在美国福罗里达州的非盈利组织可以和一个中国的慈善团体达成合作协议，使我能代表我的慈善团体处理在中国募得的善款。并且我们也必须决定如何跟进已经表示有兴趣兴建活动中心的两个村庄。这些都要求我与一个中国的慈善组织合作。

I had a meeting with a Red Cross & Red Crescent Federation consultant. He told me that their organization has funds for rebuilding homes in quake areas, but that 90% of villagers will not be able to get funds till they can show they can complete the amount needed for a home. He said villagers are entitled to compensation of 18,000 RMB to 22,000 RMB from government and that the RC/RC would match that amount, but the cost to build a home is twice that amount and rising. He also said there are no loans available till a home is completed, once a home is completed there are loans with long-term available to villagers.
我与一个红十字&红新月会的顾问见过面。他告诉我他们的组织有基金为地震灾区重建家园，但90%的村民在有能力提供这笔基金不足建造家园需要款项的余数前，将不能得到红十字&红新月的这笔款项。他说村民们能从政府处获得1.8万至2.2万的补偿金，红十字/红新月会的专款也大致相等。但兴建一个家的费用是笔钱的两倍，并在不断上涨。他还提到，在房屋建好以前，村民讲不能得到贷款。一旦房子建好，村民门就能得到长期贷款了。
Possible solution to assist villagers would be to establish a relationship with Red Cross & Red Crescent Federation , where they would select villagers who could not qualify for their funds , but who could if they had interim loan could get to complete a home, then pay back that loan with the low interest loan back by govt. for reconstruction.
其中一个帮助村民的方法就是与红十字/红新月会合作，这样他们能选出不够资格申请他们的专款，但能凭临时贷款建好房屋，并最终以政府支持重建推出的低息率偿还贷款的村民。
My D.R.S. foundation could establish a relationship with a micro finance organization that is registered in China such as 51give.com or other micro finance organization in China and put the funds available in the D.R.S. Foundation to fund quake area home building with no interest loans to be paid back by the low interest government backed loans and then recycle those fund returns to other villagers. Though the funds available at moment in the D.R. S. Foundation are small now, once a few homes are completed, a social media campaign could successfully raise additional fund to allow more homes to build simultaneously.
而我的赈灾住房基金会能与在中国注册的微型金融机构合作，例如51give.com或其他同类机构，把赈灾住房基金的资金用于地震灾区家园重建，给村民提供免息贷款；而房屋完成后再让他们以政府支持的低息贷款偿还，然后赈灾住房基金会再把收回的款项借给其他村民。虽然目前赈灾住房基金的专款还很少，但几所房屋完成后，我们将举行社会性媒体的宣传活动，以同时为建造更多的房屋募集善款。
To assure that homes built can be financed I would suggest that a pre- engineered building system– that has been tested for quake resistance and is energy efficient [green] and insurable– be used to qualify for interim loans. One such building system can be found at www.HLLH.com.cn ; they have donated homes to the quake area and were the choice of other disaster shelters used in recent tsunami and hurricane tragedies in Florida.
